Check out this tutorial over at Oreillynet showing you how to build a web based bug tracker in ASP.NET 2.0. the sky is the limit really with this one. Ideally, you should have a web service back end, so you can get a smart client talking to the DB, but also get anything else to talk to it, like your Pocket PC or Smartphone.
